2018 Gambling Laws in Sweden

Since 1997, Svenska Spel has been the only licensed gambling operator in Sweden. It manages all forms of gambling in the country, including the country's four bricks-and-mortar casinos, as well as sports betting, lotteries, bingo and scratchcards.

Gambling is overseen by the Swedish Gambling Authority, but the body hasn't been without its problems. Years of legal wrangling have little to do with the players. Rather, they are focused on Svenska Spel's perceived monopoly.

Since 2007, the European Union has consistently urged Sweden to open its market to competition. The European Commission deemed these efforts unsatisfactory and thus commenced legal proceedings.

In 2014, the Swedish government was referred to the Court of the Justice for failing to implement EU policy on online gaming. The EU claimed Sweden was denying fair movement of services within EU borders by prohibiting other overseas poker and betting sites from operating there. Under current EU law, member states like Sweden can deny cross-border gambling if they can prove they are protecting addicts and problem gamblers.

In 2015, Sweden's Minister for Public Administration, Ardalan Shekarabi, said the country had no plans to break up Svenska Spel's monopoly on gambling. And in early 2018, Swedish gaming operators threatened to sue Svenska Spel over the future framework of the market in Sweden.

At the moment, there seems to be a movement towards a "re-regulated" online gambling market in Sweden. If a new gambling Act and a new gambling tax law go through in the next year or so, it could be good news for Swedish gamblers.
