Recent and Upcoming Changes to the ADM Casinos License
The Agenzia delle Dogane e dei Monopoli license is one of the longest-standing national licensing regimes in Europe. The Italian government has only made small tweaks to ADM license rules since it began issuing them in 2011. However, increasing demands for licenses and increased iGaming revenues led lawmakers to consider new regulations in the last few years.
At the start of 2025, the ADM made plans to drastically reduce the number of overall iGaming operators from over 400 to under 50. The agency also set out to increase the regulatory requirements for license holders and to reassess the strict ban on certain types of gambling advertisements from the controversial 2018 "Dignity Decree".
After laying out these plans, the Italian government began accepting license applications. The ADM required applicants to provide a €4 million fee once their license was approved and to agree to another €3 million in payments to the Italian government over the course of the license term.
In November 2025, ADM finalized its rules and issued licenses to 46 different sportsbooks, casinos, and other iGaming operators. Each license is valid for nine years, which gives the Italian online casino market much more stability than others in Europe.
The issue of advertising is still up for debate. However, Serie A soccer clubs have been pushing heavily to overturn the Dignity Decree. It would not be surprising to see the ban overturned or significantly rolled back in 2026, which could provide a boon to ADM casinos.
