Suspect on ICE
The Arkansas City Police Department has upheld a request from the US Department of Homeland Security (DHS) to extend the custody of one of the jailed suspects in an Oklahoma casino kidnapping and rape case.
According to the ACPD, Luis Miguel Dominguez, 35, is subject to an US Immigration and Customs Enforcement (ICE) detainer from the DHS that extends his custody a further 48 hours.

The ACPD charged Dominguez and fellow Arkansas City native Jose Fernando-Lux Morales, 24, for the alleged kidnapping of an unnamed woman from the 7 Clans First Council Casino Hotel in Newkirk, Oklahoma on August 17. Police additionally charged Dominguez with rape and aggravated criminal sodomy.
Cops to the rescue
The victim snatched from the tribal casino on Sunday was saved from her ordeal by the ACPD, which responded to a reported kidnapping call at around 1:18am.
Officers identified the reported gray SUV on Arkansas City’s South Eighth Street and, upon contact, also identified two males and one female occupant.

The female victim reported being taken against her will from the casino in Oklahoma, which is five miles from the Kansas border. She also alleged both men sexually assaulted her and that the “assaults continued while traveling through Arkansas City.”
Arkansas City Fire/EMS Department arrived on the scene to treat the woman before taking her to hospital for additional medical care. The ACPD arrested Dominguez and Morales before booking them into the Cowley County Jail.
Media reports on Tuesday cite the Cowley County Sheriff Department’s inmate roster as listing Dominguez and Morales were still being held in the county jail on respective bonds of $1m and $500,000.
Suspect faces life in prison
Besides Dominguez’s ICE detainer, the suspect has allegedly racked up multiple crimes in Kansas, including domestic battery, failure to pay child support and to appear in court, and operating a vehicle without a valid driver’s license.
Under Kansas law, if found guilty of rape, courts can sentence Dominguez to a maximum of life in prison.
The ACPD stated that its investigation into the crime is ongoing.
