The New York Gaming Facility Location Board has recommended that the state’s gambling regulator approve licenses for the three remaining applicants for downstate casino licenses.
The five-person panel gave their recommendations during a livestreamed meeting on Monday morning. Their announcement was greeted with outcries from a group of protesters who repeatedly chanted: “Shame on you.”
The board’s consultants estimated that gaming tax revenue could reach $7bn from 2027 until 2036. There will also be $1.5bn in license fees and an additional $5.9bn from other related taxes.

The recommendation means that Bally’s, Hard Rock, and Resorts World NYC look almost certain to get the final seal of approval from the New York State Gaming Commission. Its role will be to double-check that each project meets the licensing criteria and environmental necessities. The expectation is that the NYSGC will deliver its final decision before the end of 2025. It has already completed the necessary background checks.
The regulator thanked the five board members for volunteering “hundreds of hours to review designs, thousands of pages of complete applicant material.”
